🇺🇦🏛️ Verkhovna Rada of Ukraine: Key Decisions for Citizens, Military Personnel, and Journalists
On 5 November 2025, the Verkhovna Rada adopted a series of important decisions impacting social stability, legal transparency, and the country’s international standing. During the plenary session, MPs approved five laws, four draft laws in the first reading, and one resolution aimed at increasing pressure on Russia for crimes against journalists and media workers.
Main Legislative Initiatives
Transparency of Local Self-Government
The draft law No. 14048 enhances the legality and openness of local councils’ activities. This will reduce corruption risks and strengthen public oversight.
Support for Families with Children
Law No. 13532 expands state assistance for families, helping parents balance work and childcare. It aligns Ukraine with European social standards.
Social Guarantees
Amendments to laws on monthly payments (No. 13164) and social insurance (No. 13062) will make the sick leave system more transparent and protected against abuse.
Protection of Military Intelligence Officers
Law No. 14058 clarifies the rules of service in intelligence agencies, strengthening the protection of military personnel under martial law.
Draft Laws Adopted in the First Reading
Water Supply and Sewerage Reform (No. 13578) — a step toward environmental safety.
Update of the Civil Code (No. 14057) — harmonisation of legislation with EU law.
Pension Insurance (No. 13705-d) — assistance for those who lost documents due to the war.
Preserving Insurance Record After Unlawful Dismissal (No. 11488-1) — strengthening labour rights.
International Support for Freedom of Speech
Resolution No. 14175 appeals to the UN, EU, NATO, the Council of Europe, OSCE, and international journalist organisations, calling for increased pressure on Russia. It specifically mentions Reporters Without Borders and the Committee to Protect Journalists, emphasising unity in the defence of press freedom.

All adopted decisions share a common goal — strengthening social resilience, legal protection, and international solidarity. Support for families, protection of military personnel and journalists, and water supply reforms are part of the national strategy for survival and development under aggression.
