🇺🇦🏛️ Verkhovna Rada of Ukraine: New Legislative Decisions in Healthcare, Safety, and Science
On 6 November 2025, the Verkhovna Rada of Ukraine adopted a series of important decisions shaping the country’s strategic agenda in the fields of healthcare, civil protection, and scientific and technological development. 1. Legislative Decisions
1.1. Amendments to the Fundamentals of Health Legislation
Parliament adopted the Law of Ukraine amending Article 3 of the Fundamentals of Health Legislation (Reg. No. 13682).
The document aims to improve the principles of state policy in healthcare, clarify human rights guarantees for medical assistance, and strengthen the state’s responsibility to ensure accessible medical services.
This initiative seeks to align the core provisions of Ukrainian legislation with European health standards, particularly regarding non-discriminatory access to healthcare, prevention of infectious threats, and reinforcement of the public health system.
1.2. Flood Risk Management and Participation in the EU Civil Protection Mechanism
In the first reading, Parliament adopted Draft Law No. 13418, concerning flood risk management and Ukraine’s participation in the European Union Civil Protection Mechanism.
The purpose is to adapt Ukrainian legislation to Directive 2007/60/EC on the assessment and management of flood risks and to establish a modern system for forecasting, early warning, and response to natural emergencies.
The draft law opens the way to Ukraine’s integration into the pan-European disaster response system, enhancing international coordination and enabling access to rapid assistance from EU member states in the event of natural or man-made disasters.
1.3. Priorities for Scientific, Technological, and Innovative Activities
Also in the first reading, Parliament approved Draft Law No. 13629 on priority areas of scientific, technological, and innovation activities.
The document updates the state’s strategic science policy, focusing on energy independence, environmental safety, digital technologies, defence innovations, and biotechnology.
Developing research infrastructure and funding innovation will increase the competitiveness of Ukrainian research in the European Research Area (ERA) and support the transition to a knowledge-based economy, fundamental for sustainable development.
